

The NSW Minerals Council is a tax exempt public company limited by Guarantee. It was established on 27th April 1995, replacing the NSW Colliery Proprietors Association Limited.
The NSW Minerals Council and the CFMEU each own 50% of Coal Services Pty Ltd (CSPL). CSPL is a private company whose seven directors are appointed by the NSW Minister for Industrial Relations. CSPL was created to take over the assets of the former Joint Coal Board and to administer Coal Mines Insurance and the Mines Rescue Service.
The NSW Minerals Council, Queensland Resources Council each own 25% with the CFMEU owning the remaining 50% of AUSCOAL Superannuation Pty Ltd (formerly known as CoalSuper Pty Limited). AUSCOAL Superannuation is the trustee of AUSCOAL Superannuation Fund and owns 100 per cent of the administration and service entity AUSCOAL Services Pty Ltd.
An Executive Committee is responsible for the development of policy and the management of the affairs of the NSW Minerals Council. The Executive Committee is comprised of the chief executive officer of the NSW Minerals Council, twenty executives of mining companies that make up the ordinary membership, and representatives from the ‘associate’ membership who are invited to attend Executive Committee meetings.
The NSW Minerals Board is elected by the Executive Committee and is comprised of the Chairman of the Executive Committee (and thus the Board), the chief executive officer of the NSW Minerals Council, and three non executive directors.
The NSW Minerals Council’s activities are coordinated and managed through a number of committees, working groups and task forces. There are five key committees which report to the Executive Committee: Infrastructure, Environment and Development, Exploration & Resource Access, Occupational Health and Safety and the Coal Committee.
Numerous subcommittees and taskforces are established as specific needs arise.

Mr Colin Bloomfield is chairman of the board of the NSW Minerals Council and President of BHP Billiton Illawarra Coal Holdings.
Mr Bob Besley
Mr Bob Besley is a director and deputy chairman of the board of the NSW Minerals Council and Managing Director of CBH Resources.
Mr Robert Cameron
Mr Robert Cameron is a director of the board of the NSW Minerals Council and Managing Director of Centennial Coal Company Ltd.
Mr Mick Buffier
Mr Mick Buffier is a director of the board of the NSW Minerals Council and Chief Executive Officer of Xstrata Coal.
Dr Nikki Williams is a director and company secretary of the NSW Minerals Council and Chief Executive Officer of the NSW Minerals Council.
The NSW Minerals Council is funded by membership subscriptions. The fee scale for Ordinary Members varies according to the size of their operations. A separate scale of fees exists for Associate and Individual Members.
